This program was launched in 1413H (1992), Program called The IDB Merit Scholarship High Technology '(MSP).
Objectives and Scope
The purpose of this program is to develop quality human resources in technical IDB member countries by providing scholarships to promising and outstanding scholars and researchers to conduct advanced study and research in the field of applied science and technology needed for the development of member countries .
The program offers scholarships for study and research at two levels: (i) 3-year Ph.D. studies / research, and (ii) 6-12 months post-doctoral research.
Concept
The concept is to assist the needs of IDB member countries and their institutions in developing high quality and hi-tech human resources in science and technology but they are less important for their development.
Eligibility Criteria
To be eligible for the scholarship, applicants must meet the following basic criteria:
* Age not more than (a) 35 years for Ph.D. studies, and (b) 40 years for Post-Doctoral research;
* Attached to a research / academic / institutional development of science and technology in their respective countries;
* Must have the necessary academic background in fields related to their proposed study / research and have some experience / professional research in their respective fields;
* Indicates that the proposal has the relevance of scientific research and technology with the aim of meeting the needs of the country's development priorities;
* Having a good command of language research institutions and the ability to perform scientific work in it.
Field of Study
Field of study under the program is determined by the priority needs of countryâ € ™ s development in the sector of science and technology and to complement the IDB's vision is now so focused 1440H. in the following areas of study:
Health / medicine, agriculture / food production Water Resources, / Desertification, Energy / Infrastructure Development, Nanotechnology, ICT Development-focused, and pure science subjects.
Place of Study
The selected candidates to pursue research and study at academic institutions and research on the most prominent in the world.

The program is announced through the Office of the Governor of the IDB in the countries concerned, with the following annual time table:

December 31 - Deadline for submission of applications to the Office of the Governor of the IDB
How to apply
Download the application form for 3-year Ph.D. Studies or the application form for Post-Doctoral Research. Applications should be submitted through institutions nomination to the Office of the IDB Governor for the state. This is the IDB Governor's Office which will forward the application to the IDB and not the individual applicant or the nominating institutions. Applications sent directly to the IDB will not be considered.
Selection Procedure
All applications submitted to the Office of the Governor of the IDB is to go through the following process:
1. Screening by the Office of the Governor to the IDB IDB to advance the most qualified applications;
2. In-house review of the IDB;
3. Scientific and technical evaluation of applications qualified by a panel of external assessors consisting of scientists and experts in their field.
4. Final selection by the IDB.
Liability Partners
Candidate
Candidates awarded a scholarship must:
1. Sign Surety Bond stated their commitment to study, to return to their country after the completion and return to work at their home institutions;
2. Devote themselves to their studies full-time continuous and provide IDB with periodic reports on their academic
3. Not seek or receive any other scholarship or remunerated work during their studies, unless otherwise agreed in writing by the IDB;
4. Respect the laws of the studies while maintaining personal and professional conduct that are consistent with the good, the goal of the program rules & regulations and the overall mission of the IDB as an Islamic institution.
5. To register with the Science Development Network (SDN) for scientific activities / continuing professional under the auspices of the IDB.
Nominating Institution
As a partner in a joint effort with the IDB, the candidates nominating institutions are expected to:
1. Propose suitable candidates, helping them in all aspects of preparation of documentation and in securing the necessary support from the Office of the IDB Governor for the state.
2. Assist the scholars selected in the preparation of their departure to learn and put them on a study-leave pay roll to maintain their status.
3. Help resettle them and support them in their research and equipment needs, they returned to the institution.
IDB Governor's Office
As the channel announcement and initial processing of applications, the Office of the IDB Governors are expected to:
1. Announce Program as widely as possible within the scientific community and research in the country;
2. Disseminate information and application forms for all scientific institutions and relevant research and scholars who are interested in this country;
3. Screen and pre-application process to ensure proper documentation and completion of requirements;
4. Pre-select and submit to the IDB only those most qualified and in the proposed field of study most needed for the development of the country.
Community Development Support
To help scholars prepare for their future role in leading the development of socio-economic and technological their communities and countries, the IDB is also providing them with extra-curricular activities under a special program called the Community Development Programme (CDP) which consists of the following two components:
* Learning Activities Post (PSA): Since the graduates is the key to the delivery destination IDB socio-economic development and technology of their communities and countries, the IDB supports them with a variety of activities including the establishment of IDB Graduatesâ € ™ Association and their contribution to monitoring, public institutions and state them. The Scholars facilitated to ask for their name as a consultant / expert to build capacity and knowledge transfer programs in IDB member countries under the IDB Technical Cooperation Programme (TCP).
* Capacity Building Activities (CBA): The graduates are eligible to participate in the Community Development Workshop held in various countries as part of Capacity Building Activities for partners from the IDB Special Assistance and Scholarship Program.
