UNESCO / Keizo Obuchi Research Fellowships, Japan - UNESCO / Japan Young Researchers' Fellowships Programme (UNESCO / Keizo Obuchi Research Scholarship Program)

2012 Cycle - Strengthening the belief in "people building the next era", the Japanese government offered 20 scholarships per year, for the twelfth year in a row, will be given to candidates from developing countries worth, especially the least developed countries (LDCs), who want to do research on one or more of the topics listed below. The purpose of the scholarship is to support innovative and imaginative post-graduate research in four areas of development of particular interest to UNESCO.

INTRODUCTION
UNESCO designed the project "UNESCO / Keizo Obuchi Research Scholarship Program" (Fellowship Programme UNESCO / Japan Young Researchers') within the framework of the Japanese Funds-in-Trust for Capacity Building of Human Resources, which was established in November 2000 by the Japanese Government to enable UNESCO to provide impetus for research in four areas under the Regional Priority Program of UNESCO.

PROGRAM OBJECTIVES
UNESCO / Keizo Obuchi Research Scholarship Program (Fellowship Programme UNESCO / Japan Young Researchers') funded by Japanese Funds-in-Trust to build the capacity of Human Resources will aim, in particular, have an impact on capacity building and research activities in the following areas: Environment (with particular attention to Water Sciences); Intercultural Dialogue, Information and Communication Technology; Peace and conflict resolution. No other research topics will be considered.

REQUIREMENTS
Applicants, a maximum of TWO from each applying National Commission, must meet the following general criteria:

1. Candidates under this Programme must be post-graduate researchers, already holding either the MA or M.Sc. degree (or equivalent) and hopes to pursue research work abroad (mainly in their own region) with the aim to increase knowledge in one of four specific areas mentioned in paragraph D.1 below. So, those who are in the process of completing their Master's degree must complete it PRIOR to pick up their Fellowship.

2. Candidates should be people of high intellectual promise who may be expected to make significant contributions to their country on the back.

3. Candidates must be no more than 40 years. Thus, applicants born before January 1, 1972 will not be considered under the Program.

4. Selected Fellow must conduct research under the auspices of an academic supervisor at the host institution. Confirmation of acceptance from the academic supervisor is imperative.

5. Priority attention will be given to:
* Women's candidacy
* Candidates from developing countries (LDCs)
* Palestinian researchers

6. Candidates must be proficient in reading and writing the language of instruction in the proposed country of study / research.

7. Applicants must be in good health (both physically and mentally).

CONDITIONS FOR APPLICATION
1. Domain of research:
»Environment (with particular emphasis on Water Sciences, Water Issues, Climate Change, Engineering Capacity Building in Developing World)

2. Duration of the proposed research:
minimum: 3 months
Maximum: 9 months

3. Closing date for receipt of applications: January 13, 2012

4. Possible date of start of the study: Any time from September 2012 onwards

5. The time limit for termination of the study: the end of December 2013

6. Place of study: In one or two countries overseas

It should be understood that at the end of the Fellowship, the recipient must agree to return to the country of origin / her so that the knowledge gained can be put to good use in local research and training programs.

7. Study setting:
Research should be conducted under the auspices of an academic supervisor in the host institution

8. Application Procedure:
All applications must be submitted with the required documentation at UNESCO Scholarship Application Form. Each Member State may submit a maximum of two (2) candidates. It is the responsibility of the National Commission to select two candidates whose applications they wish to submit to UNESCO. Application (s) should reach Section Participation and Scholarship Program, UNESCO, 7 Place de Fontenoy 75352 Paris 07 SP before midnight January 13 2012 and advance copies can be sent by fax to: 33.1.45.68.55.03.

Applications must include the following attachments:

(I) UNESCO Fellowship application form duly completed in duplicate. Two recent photographs (obligatory) should be included with the form.

(Ii) Certified copies of degrees or diplomas (including transcript of grades) in duplicate. Evidence has obtained a Master's degree must be included.

(Iii) Letter of recommendation from someone familiar with the job candidate.

(Iv) A host institute's letter receipt (ie the institution that has received the candidate for work should she / he was elected to the Fellowship). This letter of acceptance must indicate that the host institute confirms its willingness to provide relevant research facilities needed by a candidate in the chosen field of specialization.

(V) certificate of language proficiency (on UNESCO form) duly completed in duplicate for the language of the state research (this should be different from the candidate's mother tongue) issued by official authorities.

(Vi) A detailed description, 1-2 pages (s) (maximum), in English or French, of the research work that is being proposed nomination. Research proposal should include the following:

• Why? Properties of concrete contribution to the proposed project area listed in paragraph D.1 above; innovative, original aspects; and the scope and purpose of the research project. Candidates must demonstrate knowledge of theoretical and practical reasons or training acquired at the host institution will be beneficial to his / her ongoing research project.

• What? The expected results or impact of a research project undertaken.

• How? Describe the proposed arrangements for the conduct of research.

• Where? The proposed country where research will be done (1:59 countries maximum) and the name and address of the host institution.

• When? Duration explicitly stating the proposed starting date and duration of the study suggested should be at least three months and nine months maximum.

• How much? A detailed budget estimate indicating the resources necessary for candidates to conduct the proposed research. Amount shall be determined in accordance with the proposed duration and place of research (between U.S. $ 6,000 to U.S. $ 10,000). The amount should not exceed U.S. $ 10,000. All images should be shown in U.S. dollars and must be included on a separate page. The amount indicated should cover, exclusively, international or domestic travel costs for the approved schedule and personal subsistence abroad, etc. (The purpose of this program is to provide research scholarships so it is considered that in most cases tuition fees will not apply). Applicants should be realistic in compiling their proposed budgets, and assume that an average of U.S. $ 1,000 / U.S. $ 1,800 per month for accommodation and meals (including local transportation and expenses) should not exceed. Applications where funds requested overvalued in relation to the purpose and importance of the project will likely be considered for smaller grants.

(Note: The following costs are not eligible: computer or equipment purchases, the cost of publication; present at the conference, unless the case can be made that the presence of such an integral part of the research and will contribute directly and significantly to the development of a research project.)

UNESCO and Japan attach the greatest importance to originality and quality. Consideration will be given only to well-planned research proposals that demonstrate innovation, imagination and relevance, and which promises to contribute to knowledge in four specific areas mentioned in paragraph D.1 above.

Files that are incomplete or received after the deadline for applications, and applications that do not meet the requirements mentioned above, will not be considered.

FACILITIES OFFERED BY UNESCO / JAPAN
The scholarship is financed by Japan and administered by UNESCO will consist of the following:

• A maximum amount between $ 6,000 to U.S. $ 10,000 will be awarded to selected candidates. Amount, must be paid in two or three installments, is intended to cover research costs only, and will not be negotiated.

• No other costs will be considered and grants will be renewed or not renewed.

ELECTION Insured
A Selection Committee consisting of experts in the four areas listed above will make a recommendation for final decision of the Director-General of UNESCO. Applications will be judged based on the goodness of each application and accuracy for the Scholarship Program UNESCO / Japan Young Researchers'

Selected candidates will receive a Letter of Appreciation.

Candidates who have not been notified of their selection by 1 September 2012 should consider that their application has not been approved in the selection process.

DISSEMINATION OF INFORMATION ON THIS PROGRAM RESEARCH carried out under
Once the Fellowship has expired, beneficiaries will be encouraged to disseminate their research results. No prior approval from UNESCO will be necessary for the publication of scientific papers resulting from research conducted while benefiting from the Fellowship Programme UNESCO / Japan Young Researchers'. However, the Fellow will be asked to acknowledge UNESCO Fellowship Programme, UNESCO / Japan Young Researchers' and the Government of Japan in their paper as having provided support for the Fellowship and the Fellow will be asked to send copies of reports and / or article printed Organization for information. It should be emphasized that UNESCO has no obligation to publish scientific papers and no allowance will be provided for that purpose.

The selected beneficiaries will be required to submit a temporary and a final report describing the results of research conducted. Fellows will be required to send UNESCO a one-page summary of their report which will be reproduced later in the leaflet and disseminated widely by UNESCO.
