PANACEA is an Erasmus Mundus Action 2 project funded by the European Commission aiming the set up of academic and Staff mobility between universities from Asia Regional (Myanmar, Cambodia, Laos, Vietnam, Mongolia, Indonesia, Thailand, China, Sri Lanka, India, Malaysia, Maldives, Philippines, North Korea) with a European university consortium. All the studies levels are foreseen in the frame of this project (Undergraduate, Master, Doctorate, Post-doc and Staff) and the consortium is composed by 8 European universities and 12 Third countries universities. All partner universities of the consortium offer study programmes and training in many fields and are linked with research laboratories recognized in these domains. Practical details Mobility are implemented exclusively between European universities and Third countries universities (no mobility within the European consortium or within the Third country consortium). Mobility are organized in one way (Asian Universities – EU). The PANACEA programme began on July the 15th 2012 and will finish on July the 14th 2016 (48 months). One cohort is planned for this project. Geographical and Thematic area The geographical aspect is important in this project, localized in the South-East of Asia. The Asian consortium is located in Myanmar, Cambodia, Vietnam, Laos, Thailand, Indonesia and China. This aspect is for sure one of the main force of the consortium. On the other hand, the thematic areas of PANACEA are clearly defined : Man, Environment, Health, Bio-Diversity. The European consortium is located in all the EU with universities in Belgium, Italy, Greece, Spain, France, Sweden, Finland, Poland and Lithuania. Target group The European Commission has identified several Target group students in the frame of the mobility organization for Third country students and EU students: Third country students: TG1 National of Myanmar, Cambodia, Vietnam, Laos, Thailand, Indonesia, China, who are registered as students or employed as staff in one of the PANACEA partner universities. Mobility are open to all academic level (Undergraduate, Master, Doctorate, Post-doctorate and Staff). Undergraduate students must have successfully completed at least one year of studies in their home institution; TG2 National of Myanmar, Cambodia, Laos, Vietnam, Mongolia, Indonesia, Thailand, China, Sri Lanka, India, Malaysia, Maldives, Philippines, North Korea who are currently registered in a higher education institution of these countries that is not included in the PANACEA partnership. Mobilities are open only to Master, Doctorate, Post-doctorate and Staff level. TG3 National of Myanmar, Cambodia, Laos, Vietnam, Mongolia, Indonesia, Thailand, China, Sri Lanka, India, Malaysia, Maldives, Philippines, North Korea who are particularly vulnerable situations, for social or political reasons. For example it can be proved that they have been the object of unjustified expulsion from university on racial, ethnic, religious, political, gender or sexual inclination; they belong to an indigenous population targeted by a specific national policy or IDPs (Internally Displaced Persons); having a refugee status or asylum beneficiaries (international or according to the national legislation of one of the European recipient countries); suffer from a disability constraining their academic activity TG3 Mobilities are only open to Master, Doctorate level for PANACEA project.
