Debt Swap Program is a program of reduction of the number of Indonesia's foreign debt. In order to reduce the number of Indonesia's debt to Germany, particularly in education. Kemdiknas proposed Debt Swap VII (IGSP Scholarship Program: Indonesian-German Scholarship Program) with the aim to improve the quality of Higher Education in Indonesia (in the field of Human Resources (HR)). Debt Swap Programme I and II have been implemented earlier in the education sector, the field of basic education and rehabilitation of school facilities.
PROGRAM TARGETS IGSP/DS5K
1. Increased HR in accordance with the Strategic Plan by providing opportunities to Kemdiknas lecturers / assistant professors to earn a doctorate in the last 10 (ten) years, beginning in 2012
2. Help achieve the target Ministry of National Education of Indonesia in creating Doctoral graduates in Indonesia.
3. Reduce the total debt the Government of the Republic of Indonesia to the Government of the Federal Republic of Germany for 2 (two) times the total cost of doctoral education in Germany.
4. Increased cooperation of educational institutions in two countries (Indonesia & German)
5. Increased development of Distance Education (PJJ) among institutions in Indonesia and Germany

PROGRAM REQUIREMENTS IGSP/DS5K
1. Lecturer / lecturer with a Master's degree candidates (PNS / Non-PNS) in the PTN / PTS
2. Prospective lecturers of the program "Fast Track"
3. Masters graduates from within and outside the country recommended by the PTN / PTS to become a lecturer in the environment
4. Which is a non-faculty staff from other Ministry with funds from the Ministry concerned
5. Participants Doctoral candidate:
1. Meet the academic requirements:
* GPA to graduate S2> 3:20
* GPA graduate of S1> S2 3:00 and> 3:25 for the Fast Track program
2. Meet non-academic requirements:
* ITP / TOEFL iBT> 550/equal or IELTS> 6.5
* Track record in both the number of publications or research work
* The attitude / work ethic and attitude / good research ethics
6. For departures in 2012, candidates are required to register online at the website studi.dikti.go.id
NECESSARY DOCUMENTS PREPARED:
1. A Higher Form Filling
2. Curriculum Vitae (CV in Bahasa)
3. Attach a plan of the proposed dissertation proposal in English or German
4. Letter of Acceptance (LOA) from the Professor and universities in Germany
5. 2 (two) letters of recommendation in English
6. Tenured Certificate issued by the Rector of PT in Indonesia
7. Have a good track record in the number of publications or research work (if any)
8. Copy of training certificate (if any)
9. Education diploma certificate S1 and S2 that have legalized
10. Education diploma certificate S1 and S2 which has been legalized and translated into English
11. Copy of education transcripts S1 and S2 that have legalized
12. Copy of education transcripts S1 and S2 that have legalized
13. 2 (two) pieces of passport photos (3 × 4)
14. Photocopy of certificate of German language courses (if any)
15. Certificate of TOEFL / IELTS is still valid (Prediction TOEFL is not accepted)
16. Participants must undergo bond to work for a teacher / staff in Indonesia.

PATTERN LEARNING OFFERED
1. Graduate School: Lectures and research conducted in Germany for 3 years
2. Research Program: Research dilaksanankan in Germany for 3.5 years
3. Sandwich Program: Doctoral Candidate registered as a PhD student in Indonesia. Supporting research carried out in Germany for 6-12 months.
4. Double Degree; lectures and research conducted in Indonesian for 1 year and in Germany for 1 year
5. Fast Track: Lectures and research will be adjusted with the final status of Doctoral candidates because the pattern is especially addressed to universities in Indonesia are organized and Magister/S2 Sarjana/S1 accelerated program within 5 years.
